Improving Safety in the Memphis MPO Region

The Memphis MPO planning area is home to approximately 1.16 million residents and serves as one of the nation’s most important transportation, logistics, and freight hubs. The Memphis MPO area covers two states (Tennessee and Mississippi), four counties (Shelby, Fayette, DeSoto, and Marshall), and 18 municipalities. To continue efforts to improve roadway safety, the Memphis MPO updated its Safety Action Plan, which was adopted by its Transportation Policy Board on July 30, 2026, with a main goal of evaluating progress, incorporating the latest safety data, and refining regional strategies for reducing fatalities and serious injuries on roadways.

The Memphis MPO Safety Action Plan provides a comprehensive approach to improving roadway safety across the region. Guided by the U.S. Department of Transportation’s Safe System Approach and Toward Zero Deaths (TZD) initiative. The plan examines crash trends, contributing factors, and high-risk corridors and identifies countermeasures to improve roadway safety within the Memphis MPO area.  The 2026 Memphis MPO Safety Action Plan, as well as the English and Spanish Executive Summaries, can be found below.

Annual Safety Report

To track and monitor the implementation of the Mid-South Safety Action Plan (SAP), the Memphis MPO publishes a Safety Report annually. The Annual Safety Report summarizes regional and county-level roadway safety crash data and documents safety-related efforts undertaken by various agencies throughout the Region.
